Formation of a unified educational space in the Kaliningrad region through the project «School of the Ministry of Education of Russia»

Abstract

The article presents the results of the implementation of the «School of the Ministry of Education of Russia» project by educational organizations of the Kaliningrad region. The study conducted by the Kaliningrad Regional Institute of Education Development covers the analysis of results by levels and municipalities, which are confirmed by the self-diagnosis data of educational organizations in the region conducted in 2025. Special attention has been paid to the analysis of the dynamics of the project’s development for the past three years (2023–2025). As current arguments confirming the effectiveness of the project, data on positive dynamics are presented: there has been a decrease in the number of schools with below base and basic level indicators, while an increase in the number of schools with a high level was noted. The deficiencies identified during self-diagnosis were used as a tool in the development of educational organizations’ development programs. The article provides information about a set of regional events aimed at achieving «critical» indicators in the main areas and key conditions for the project’s implementation. The article provides detailed information about the results achieved within each strategic direction and under key conditions. For the three-year period of the project, there has been a steady increase in points for both high-performing schools and schools with previously low results. Special attention is paid to the analysis of zero-result indicators, including «critical» indicators that require priority attention. In the final part of the article, issues requiring further study and systematic solutions are identified, as well as specific measures are proposed to form a unified space for the education sector.
