Organization of teachers professional development for working on the updated FSES: the experience of the Kaliningrad Region in the implementation of the programs transferred to the regions on the basis of a licensing agreement

Abstract. The article deals with the concept of a common educational space, which acts as a guarantor of the equal access of students to high-quality education at the present time. The success of the implementation of the updated FSES as a key condition for ensuring the unity of the educational space mainly depends on the quality of training of pedagogical staff. In order to unify approaches to the teachers professional development for the work on the updated standards, two programs and their training content were transferred to the subjects of the Russian Federation on the basis of a license agreement with the Academy of the Ministry of Education of Russia. The article notes that for the implementation of the programs it is necessary for methodologists / specialists of the institute to assign the directed information through its comprehension, processing and adaptation taking into account the regional specifics. The presented organizational and activity model of the implementation of the programs transferred to the regions includes two stages (organizational and activity) and six steps (analytical activity; distance courses development taking into account the regional specifics; expertise and distance courses rework; regional methodologists team training, including an approbation of distance courses; distance courses correction, training materials revision; mass training under the professional development program, which is a part of scientific and methodological training of the pedagogical staff). The conclusion is made about the universality and applicability the presented model in other regions of Russia on the basis of passing the stages of approbation, refinement and implementation of the organizational and activity model of the programs implementation for the last two years.
