Impact of regional innovation development on the quality of General Education in the Russian Federation and the “anomaly” of the Kaliningrad region

Abstract. В The article concludes that the quality of General Education in a region (according to the Federal Institute for Educational Quality Assessment) significantly depends on the level of innovation development of the region (according to the Higher School of Economics). The data has been obtained the dependence of the percentage of “high achievers” and “low achievers” of the USE in some subjects on the quality of education and the level of innovation development of the region. The regional specifics of applicants’ choice of individual subjects for the USE have been revealed. The data for the Kaliningrad region is given taking into account the high assessment of the quality of education in the region, which exceeds the predicted (calculated) values expected on the basis of the all-Russian trend.
