Information and communicative competence of a teacher in the context of the professional standard and Federal state educational standards of higher education

Abstract. This article examines the essence and content of teachers’ information and communication competence in the context of the implementation of the professional standard for teachers, approved by Order No. 544n of the Ministry of Labor and Social Protection of the Russian Federation dated October 18, 2013, and the Federal state educational standard of higher education in the program of study «Pedagogical education». Particular attention is paid to the analysis of regulatory documents, identification and comparison the requirements for the professional activity of modern teachers, for its features in the conditions of digitalization of education, as well as a necessity of their information and communication competence formation. The paper presents comparative analysis data of additional professional competences (presented in the documents under consideration), which influence on the realization of teacher’s information and communicative competence. Key factors in the digital transformation of the educational process, influencing the development of teachers’ skills in media literacy, digital culture, and effective interaction in the information environment, are considered. Based on the results of the documents analysis the author has presented common and distinctive features of teacher’s information and communication competence. It is noted that the development of this competence is an integral condition for the professional growth of teachers and improving the quality of education in the context of digitalization. Its formation requires a systematic approach that incorporates regulatory guidelines, innovative technologies, and pedagogical practice. The article’s materials are of interest to researchers, teachers of pedagogical universities, postgraduate students, and practicing teachers seeking to improve their digital and communication skills in their professional work.
