Perculiarities of the realization of the cluster approach in lower post-secondary vocational education on the example of the participants of the Federal project «Professionalitet» of the Kaliningrad region

Abstract. The paper is dedicated to the Federal project «Professionalitet» and its implementation in the Kaliningrad region. The importance of modernization of the secondary vocational education system in order to train highly qualified workers for ensuring the technological sovereignty of the Russian Federation is emphasized. The paper considers the issue of the timeliness of the implementation of the project into the country’s education system, deals with the problems that can be solved through the realization and its phased scaling in the regions of Russia. The current trends are highlighted in the sphere of Secondary vocational education that emerge while bigger amount of new educational centers (clusters) are being created and the wider coverage of colleges and technical schools involved in the project as a basic or network educational organization are being held. The concept of an educational and production center (cluster) is considered as the core of the Federal project «Professionalitet», the activities and specifics of clusters created and operating in the Kaliningrad region from 2022 to 2024 are described. The prerequisites for the creation of educational and production centers in the region are given, the prospects and potentially positive effects on the system of regional training of highly skilled workers and employees for the real sector of economy and priority areas of regional economy development are considered.
